Submissions may be made to the Contest from 12:01 p.m. (noon) EDT on August 2, 2008 to 11:59 a.m. August 18, 2008 (The "Submission Period"). Contest is sponsored and run by MoveOn.org Political Action, a federal political action committee, headquartered at PO Box 9038, Berkeley, CA 94709 ("Sponsor").

Eligibility

Contest is open only to natural persons older than 15 years of age as of the date of entry, who are U.S. citizens or U.S. resident aliens. Employees, independent contractors, officers, and directors of Sponsor, its affiliates, subsidiaries, advertising, promotion and fulfillment agencies, and legal advisors, and the immediate family members and persons living in the same household of such persons, are not eligible to participate in the Contest. Employees or other agents who have intimate knowledge of the plans, projects, needs and themes of the Obama campaign, independent contractors, officers, and directors of Obama for America, Hillary Clinton for President, the Democratic National Committee, their affiliates, subsidiaries, advertising, promotion and fulfillment agencies, and legal advisors, and the immediate family members and persons living in the same household of such persons, are not eligible to participate in the Contest. Contest offered only in the 50 United States, the District of Columbia, and U.S. military bases abroad. Void where prohibited by law.

Corporations are not eligible to enter.

All Selected Winners who would like to have their works shown on the MoveOn site, must upload their Winning Submissions using the eBay auction site, auction the Submissions on eBay (for delivery within the U.S. only), and pledge to donate the proceeds to a progressive cause(s) of their choice. eBay is not affiliated with nor does eBay endorse or sponsor this Contest.

How to Enter

Create a piece of artwork, either 2- or 3-dimensional, that exemplifies the themes and grassroots energy that are driving Barack Obama's campaign ("Submission"). Your Submission may include or be about Barack himself, or it may merely involve the themes outlined in these Contest rules. Using the Submission Guidelines below, your Submission should be creative, memorable, and informative.

Any time during the Submission Period, access Sponsor's website at ManifestHope.com and complete the Contest Entry Form, which will request your full name, phone number, email address, and postal address as well as other information. Then, upload images of your Submission as directed. If your Submission is 3-dimensional, you will be allowed to upload up to three (3) images. Designate how you would like your attribution to appear if you are selected as one of the 30 artists to be featured on eBay (e.g., "Mary Smith, Chicago, IL," "M. Smith, Chicago, IL," or "Mary S., Chicago, IL").

Submissions may be the following still digital forms (sorry, no moving images): JPG, TIFF, GIF, PDF, or TIFF. We recommend the Submission image(s) be 300dpi. Any Submission image may not exceed 10MB. The physical size of your Submission should not exceed 70 lbs, or be larger than 60" x 60". Submissions that have previously been displayed are eligible, so long as the Submission may be sold on eBay and available for display in Denver at the Manifest Hope Gallery in Denver during the Democratic National Convention.

You may enter as many Submissions as you like, but each Submission must be separately entered.

Submission Criteria

Judging Criteria

All otherwise eligible Submissions submitted during the Submission Period will be judged according to the criteria listed as follows:

On or about 12:01 p.m. August 18 through August 20, 2008, pursuant to an initial screening for inappropriate content, The Manifest Hope Host Committee will select up to 30 finalists. On August 20, a panel of qualified judges will score each of the qualified finalist Submissions according to the following judging criteria: Overall Impact (25% of overall grade), Originality (25% of overall grade), Positive Message (25% of overall grade), and Artistic Merit (25% of overall grade). Judges will report which finalist Submission receives the highest score to Sponsor and the five (5) Submissions receiving the highest overall score shall be deemed the Grand Prize Winning Submissions ("Grand Prize Contestants". In the event of a tie, the tying entries will be rescored until a winner is selected. Up to 25 additional Submissions will receive the award title of "Manifest Hope Gallery Winners" ("Selected Contestant Submissions").

No later than 11:59 p.m. on August 20, 2008, Selected Contestants will be notified using the phone number used on the original entry form. In the event that the entrant is a Grand Prize Contestant, (s)he will be provided information on where to ship his/her winning entry, at MoveOn's expense, for display during the Democratic National Convention from August 25, 2008, through August 29, 2008.

All grading decisions are final. Sponsor reserves the right to disqualify and remove from competition any entry that is, in the judging panel's discretion, inappropriate, offensive, defamatory, or demeaning to Sponsor's reputation or goodwill. All Selected Contestants may be required to complete an affidavit or declaration of eligibility/liability release and, except where prohibited, a publicity release and such other documents as may be required by Sponsor to protect its right to sell and auction the winning submissions. Because of the tight scheduling deadlines, required documents may be returned after display of the items, but in no event must documentation be returned later than 72 hours after notification. Failure to comply or return of any documentation may result in forfeiture of winning status and prize, and Sponsor may select highest scoring entrant, at its discretion. A parent or guardian of a winner not of the age of majority in state of residence will be required to ratify and sign required documents. Sponsor is not responsible for and shall not be liable for late, lost, misdirected, or unsuccessful efforts to notify winners.

Prize

5 Grand Prize Winners: The 5 Grand Prize winners shall have their artwork first displayed at the Manifest Hope Gallery in Denver, Colorado, during the Democratic National Convention from August 25 through August 28, 2008, and online at ManifestHope.com through September 15, 2008.

Up to 25 Second Place Winners: The Second Place Selected Contestants will be notified on how to upload their Submissions for auction. Prize is limited to recognition of entrant as creator and artist of the Submission.

In the event that a Grand Prize Winner is unable to ship his/her Submission in a timely fashion, MoveOn reserves the right to request a Second Place winner be featured.

General Terms and Conditions

By participating, entrants agree that Sponsor, its shareholders, agents and representatives, affiliates, subsidiaries, advertising, promotion and fulfillment agencies, and legal advisors are not responsible or liable for, and shall be released and held harmless from: (i) telephone, electronic, hardware or software program, network, Internet, or computer malfunctions, failures, or difficulties of any kind; (ii) any condition caused by events beyond the control of Sponsor that may cause the Contest to be disrupted or corrupted; (iii) any printing or typographical errors in any materials associated with the Contest; (iv) any and all losses, damages, rights, claims and actions of any kind in connection with or resulting from participation in the Contest, or acceptance of the prize, including without limitation, claims based on publicity rights, defamation, or invasion of privacy. Sponsor is not responsible or liable for Entries that are not successfully submitted by the end of the submission period. Sponsor reserves the right, in its sole discretion, to suspend or cancel Contest at any time if a computer virus, bug, or other technical problem corrupts the administration, security, or proper conduct of the Contest. All issues and questions concerning the construction, validity, interpretation and enforceability of these Official Rules, or the rights and obligations of participant and Sponsor in connection with the Contest, shall be governed by, and construed in accordance with the laws of the State of California, without giving effect to any choice of law or conflict of law rules or provisions (whether of the State of California or any other jurisdiction), that would cause the application of the laws of any jurisdiction other than the State of California.
